volume control in notification area can no longer be changed

I changed the volume while I was online on Skype, turning it down a lot. Now the icon no longer appears, and on the Notifications list is greyed out, and cannot be changed. The Windows message is:
"Why won't Windows allow me to change a system setting?

If your computer isn't part of a network, a user with administrator privileges might have modified Group Policy on your computer to remove access to the settings. In this case, contact the administrator to modify the settings you'd like to change."

But it is a sole computer so I am the administrator. But I find no way to change this volume control (to put it back onto the desktop and unblock it) in the administrator pages. Help!
