Sound Don't Auto Turn Down?

In windows seven there is an tab called Communications that will auto turn down the volume by YZ% when you wan it to. Before I rewrote my Windows 7 system it turn down the music when I had an incoming call via Skype. Now after reinstalling my Windows 7 system even with the setting set correctly and label in the Playback and Recording listing as default communication device it still don't work not work anymore with Skype. All the posting that I come across are trying turn the feature off so it don't work. I can't find one with similar problems then me of it not working. Everything I can think of don't work so I thought I post up the issues here to see if anybody has a thoughts on how to get it to work again.

Any ideas?

Try setting the audio input device that you use with Skype as your default communications device in the recording sound control panel.

Ah, good. Now I know how Windows handles that particular functionality of the volume thing.
