Windows 7 Home 64 and HT eClaro 7.1 Live audio latency. I give up!

OK Its been over a week of trying to eliminate/reduce (to an unnoticeable level) of Live playback latency after I install my eClaro Sound card. I plug in my mic and there is a definite latency of audio played back. I've researched ALOT and still am having issues. I even installed Windows XP after I did 7 and ran into more problems with drivers there... So I'm back to 7.
I'm not the most tech savvy person, and have learned most of my knowledge trying to fix my problem. (ex Registry edit, BIOS) Reg back to normal since reinstalling 7
I have successfully taken care of the latency issues with the motherboard/onboard audio. But once I install my sound card the problem returns.
Once I select my eclaro as default playback device... my playback for the mic is gone. "listen to this device is unchecked". Alot of info I found says turn down the mic on playback and turn up the mic on the sound card mixer. That would be easy enough.
Not sure what I need to do? I would like to use my sound card... but might return it and use the crappy motherboard audio....
I built the system strictly for music production. But I'm assuming Windows 7 thinks its a bad idea. Windows XP was very co-operative.
