How do i fix the no sound problem in windows 7

I am having trouble with my sound on my laptop as it is not working and not playing anything.i have tried system restore and unistalling/reinstalling the sound driver but doesnot work. I have also tried to enable and disable the sound but it doesnot seem to to anything. My speaker do seems to react with the sound of application such as music and youtube as volume is going up and down the but no sound is playing back. When i power on my laptop there is a static sound playing for 2-4 second duration but after that when the window is loaded there is no sound when playing a video/music or anything that includes sound. If anyone has got tips or know how to fix this it would really be helpful and grateful.

Are you able to hear anything by plugging into the headphones port?

Upload a screenshot of the Device Manager:
    Start Menu> type compmgmt.msc and hit enter>
On the left hand side select Device Manager
Post a screen shot of the window.

What do you mean by that where do you see it reacting?

At what stage does the static occur and is it reproducible?

It appears to be when i power on my laptop it makes a static sound similar to the one we hear in TV for 2 second and then it doesnot seem to appear anywhere afterward and when i play a sound it doesnot work but the green layer in the volume goes up and down. The static sound happens everytime i turn on my laptop.

How did it came to be this way?
Were you having mild audio issues before?
Is the laptop prone to getting hot or humid?
