Best video converter

Hello guys i want to know whats the best video converter that makes the file size smaller but keeps the video quality the same. thanks

I use Format Factory. Read what he can do then try it.

For shrinking purpose:
Download DVD Shrink v3.2.0.15 (freeware) - AfterDawn: Software downloads

Looks like you are trying to square the circle. If you make the file smaller (e.g. by converting it to a lesser filetype), you will lose pixels and thus quality. If you want to keep the quality, it is best to leave it as is.

Why do you want to shrink the size - maybe there are other strategies.
