Mute control not working with spamming commercials

I'm noticing that when I hit the mute control due to some commercial that it often take one, two and sometimes three clicks to keep my computer muted

Why would MS allow spammers to control my mute button?

This behavior occurs on several different win7 builds and is quite irritating

I usually surf yahoo for news. I'll go down the list and open the ones I like in a new tab. as I scroll down one of them will start blaring some idiotic crap and I press the mute with the mouse. Which promptly unmutes itself usually just once ie you click it again and it will stay muted (usually) I tend to believe this is built into the whatever Software that is producing he noise but MS would have to allow an override of the mute button in the OS software for this to occur

It's not Windows doing that. It's the Web Site in combination with your browser.
I use Firefox and I keep my Flash set to Ask to Activate. Which means the little Flash videos will not open unless I tick on them and give Flash permission to work for that item. If you are using the cursor and the mute in the Flash it might not work. It all depends how the flash was wrote.
Just because their is a mute in the Flash Video doesn't mean it works. It could be programed to work with any number of ticks.

Example: The mute button in the flash could of been wrote to only work with 3 ticks or what ever number the originator wants; or not work at all.
I use my keyboard mute button and it just stops all sound on my system; which the add has no control over.

If a web page has too many things jumping around, blinking this or that, pop up banners I just stay off of them.
Adds are necessary to keep the internet working. It's a must.
One can choose how they want to view adds. Some web sits do a good job controlling their adds and some don't. Different strokes for different folks.

Example:
Let say I want to read some reviews and opinions on which SSD to buy.
If I go to Toms Hardware looking for reviews I would be lucky to find one and read it with all the things jumping around from all directions.
So I choose to use other web sites that do adds in a fashion I can live with and choose the ssd I want and where to buy it.
We all have choices.

Remember that Microsoft doesn't make those little Videos and has no control over them unless it's their web site.

I don't agree with that line of reasoning. The windows volume control (the one in the tray) should be a MASTER Volume control. That would mean no form of software would be able to override it. Microsoft could make it so. Why don't they?
