Windows 7: I want to permanently turn off System Sounds

Well I use sfc /scannow often. Not because I have problems I know of but because I want to see if anything is going a muck and it hasn't raised it's ugly head.
It hurts nothing and it's not hard to do.

When one is doing something that no sound is wanted, just hit the mute button. One tick away.
When done hit the mute button again to turn the sound on. One tick away.

If one has external speakers just turn the power off to the speakers. One button.
To turn sound back on, One Button. Done.
No hacking the registry or 3rd party programs needed.

But what if one wants to listen to audio without System Sounds also playing? Then one must go thru several clicks to mute only the System Sounds while allowing the desired sound source thru. I can tell the OS to use the "No Sounds" Sound Scheme and it holds... Not so for the OP.

I mute the System Sounds (even with the "No Sounds" Sound Scheme). From time to time, that setting somehow changes to not being muted. It is not a problem, just an observation.

Each theme has its own personalised settings.
sounds/screensaver/colour/background
If you have more than 1 theme you have to change the defaults on all of them, to match each other.
Thats how its set up, there all individual

After turning windows sound effects off in personalization, I'm still hearing them. It says that there are no sounds enabled, yet I still hear all of them. What is wrong?
