manual change to sound scheme doesnt hold the wav file

Ive gone back and forth with different themes and cant figure out why the customized sounds i added to like Exit windows and Start windows for my win 7 pro box do not stay. i do a restart and nothing doesnt play the wav on exit nor start. I tried Aero them as defualt etc nope cant get my sounds to work. these sounds were created as .mp3 and then converted with wav with avs converter. not sure what the issue is. one wav file i made is like 30 seconds is that too long? i set it as the exit windows sound file.

I don't have a fix for you. But, I've never been able to get customized system sounds to work. Last time I did was in Windows XP.
