My soundcard (Creative SB Live! Value CT4670) is not compatible with win7 .. i cannot find the drivers in anywhere .. i need help please !

As torrentg said, #4 in the link he posted is about the only chance you have with that old card. You have to remember that that card essentially came out around the same time as Windows 98, you can't expect it to still be receiving driver support more than 10 years later.
