When listening to music in WMP, or watching a video using flash I get static and sometimes lag when I use the PC. I do not know why, can someone help? Its mainly when i do something such as refresh a web page, click a new tab, its not all the time but sometimes.

Some audio noise, such as static can be caused by Video and or video drivers. You should have plenty of memory, unless you have a lot of programs opened at one time, which could also cause some of the lag and noise during page reloading, etc. Only have a few programs open and see if that makes a difference.
The shared IRQ that the audio is on could also cause some problems. Audio is always on a shared IRQ with some other higher priority device and if that device needs "service" it will interrupt the sound. One thing to try is uninstall the sound in the Device Manager then restart the PC and when Windows starts it will detect and reinstall the sound. Sometimes that will put it on a different shared IRQ and help the problem.
To the original poster, make sure processor minimum and maximum is set to 100%
Guess I lucked out, both the motherboard audio and the PCI M-Audio card are situated on their own IRQ's.
What "SevenForums" forum would have an explanation of the IRQ system Win-7 uses? I have something like 190 listed IRQ's (most of them virtual, right) plus my video card is last on the list listed under an extended number 4294967294.
