Can't access or change System Sounds?

I have an MSI 890GXM motherboard with the Realtek HD Audio onboard, installed all of the latest drivers ... and I have sound, it works great ... but I can't change the "System Sounds" at all.

For example when I go into "Personalization" from the desktop, and click on "Sounds" to change it, nothing happens. Or if I right-click the speaker in the taskbar and select "Playback Devices" or the like it's as if I am not clicking it. I can't open it at all.

When I first installed everything it worked fine, I turned off all system sounds, but for some reason I am not longer able to do so.

    Any thoughts?

    Other information includes:

Fresh install of Windows 7 x64
    Was working before (this morning)
    Installed latest drivers
Sounds work I just can't change them

    Nevermind. Got it.

It was the Logitech C500 webcam driver messing things up.
