I found this thread in a Google search and thought I'd try and see if my problems could be solved here.
Have the exact same problem as described in the first post.
Sound Card - Sound Blaster X-Fi Extreme Audio
Network Card - Gigabit Realtek RT 8189 PCI
I didn't have any problems with the sound until I upgraded to Windows 7 32 bit. Now I get stuttering when I web browse, during the change from one page to the next. The sound will slow down, then stutter, then go back to normal if I refresh or go to another page.
Downloaded the little latency checker app, and it didn't tell me anything new.
I've upgraded drivers, rolled back drivers, switched network cards, went wireless N, wireless G, then back to wired, and finally this gigabit card, and the same problem persists. I've disabled and re-enabled services, re-googled for new solutions, went back to old ones, and frankly I'm stymied. If there's a solution that I haven't tried from googling I'd love to hear it.
One thing I'm positive of - it's how Windows 7 interacts with network adapters on my computer.
I had Windows XP Professional 32 bit and didn't have one peep of a problem.
