Basically you just need to hide your IP (Internet Protocol) address using an app such as HideMyIP or Easy-Hide-IP (Easy-Hide-IP is free, doesn't hide your IP but it can change your IP and trick users). You're country, internet service provider (ISP), or browser could easily be tracked or identified because of your IP address.

I believe you'd need to use a proxy. But I think many chats blacklist proxies, to prevent abuse. Not sure about ICQ. Never had need to use a proxy in my browser, have used web based proxies on occasion when needed to appear to be from another country.

Here's some reading, and perhaps someone familiar to other ip obfuscation programs, such as JAP, can recommend one:

I've used HotSpot Shield for a couple of years with good results. Used to work on older versions of various chat and messenger sites. Never used it with ICQ.

Majority of the people in the world just don't care about their privacy so having the feature included in Windows 7 doesn't make any sense at all.

ip hiding........has its own downside.....MITM(man in the middle) attacks, for one, leading to data interception.... for you are essentially trusting your email messages, payment information, personal information, and other sensitive information to the motives and intentions of the person, or company that is offering such a service... so Be sure to check the proxy site for a Terms of Service link or a Privacy Policy so you know exactly what you’re getting yourself into.
