and i make firewall rule for the program to avoid to connect to the net
it was and it's a test to learn how the Windows 7 firewall work
well i do this rule, and reboot the pc
well i run this program (it has a update check on , i can disable) but again it was a test
i run the program and let it to check for update , and it is able to connect to the net despite the firewall rule
i can post some screenshots
in poor words , can i avoid a program to connect to the net ?

Are you on a public network or in a private network? Have you checked that the program was disallowed to connect to your private/public network? Be sure that, when creating firewall rules, the program should not be allowed to make incoming and outgoing connections on public and private networks. | My System Specs | | System Manufacturer/Model Number Custom Built OS Windows 7 Ultimate x86 Service Pack 1 CPU Intel(R) Core(TM) 2 Quad Q8200 @ 2.33 GHz Motherboard Asus P5KPL-AM Motherboard Memory 2x1GB Apacer DDR2 667 MHz Graphics Card 1GB NVIDIA GeForce 9400 GT Sound Card VIA Technologies High Definition Audio Device Monitor(s) Displays Samsung SyncMaster 733NW Screen Resolution 1440x900 Keyboard Generic Plug & Play Keyboard Mouse Optical Mouse Case Custom Casing Cooling Ice cubes from the freezer ;) Hard Drives SEAGATE 320GB Barracudaź 7200.12, SATA 3 Gb/s, 7200 RPM, 16MB cache x 2 Internet Speed Very slow |

is there a option to let the Windows 7 firewall pop when a new program wants to connect to the net with a allow and deny ? By default, Windows notifies you if a program wants to connect to Private/Public networks and if you want to allow/disallow.
Click and type the word "Firewall". Click "Windows Firewall with Advanced Security". It is there where you can set inbound and outbound rules for a program. For setting inbound rules, click "Inbound Rules" on the left pane. On the right pane, choose "New Rule...". Follow the onscreen instructions in the New Inbound Rule wizard. The same applies to outbound rules.

should i have uac active? The firewall notification doesn't really notify you all the time. Sometimes it notifies you, sometimes it doesn't so you'll have to manually allow/disallow a program to connect to a Private/Public network.
UAC shouldn't be turned OFF. It should always be set at the default (recommended) level or at a maximum level to ensure protection from unwanted changes made by programs. | My System Specs | | System Manufacturer/Model Number Custom Built OS Windows 7 Ultimate x86 Service Pack 1 CPU Intel(R) Core(TM) 2 Quad Q8200 @ 2.33 GHz Motherboard Asus P5KPL-AM Motherboard Memory 2x1GB Apacer DDR2 667 MHz Graphics Card 1GB NVIDIA GeForce 9400 GT Sound Card VIA Technologies High Definition Audio Device Monitor(s) Displays Samsung SyncMaster 733NW Screen Resolution 1440x900 Keyboard Generic Plug & Play Keyboard Mouse Optical Mouse Case Custom Casing Cooling Ice cubes from the freezer ;) Hard Drives SEAGATE 320GB Barracudaź 7200.12, SATA 3 Gb/s, 7200 RPM, 16MB cache x 2 Internet Speed Very slow |
