Group Policy filtering with Windows 7

Is it possible to filter application of group policy objects to users and/or groups in Windows 7 that is NOT on a domain, simply a multi-user home network machine.

All is well regarding restriction of access to files and folders, but for instance I want to disable certain control panel components for a group of users. I cannot use GPMC because it requires me to log on to a domain.

Is this at all possible?
