Yes, DDoS attacks are very illegal. Does not mean people can't try and profit from it. There is Murder for Hire, there are thieves who will steal something for someone else... There are many illegal things people sell services to. And there are ways many people look or acquire such services in order to make it happen.
Just remember, there will always be people who will work on the underside as well as above board.
The Chinese Government says they are trying to stop this kind of thing, they wouldn't lie to the world, would they.
Of course it's illegal.. Of course the US lacks the means, (or the will to use the means), to stop it. The only answer is when your computer is acting slow at times and you can't figure out why because your AV and firewall haven't detected anything funny going on, the best thing to do is the 3R solution(see signature below). What we should be doing is firewalling china, pakistan, north korea, most former russian states and all those obnoxious terrorist sponsoring countries from the outside.
I like you suggestion madtownidiot, those countries would just have to try there new botnets and virus on each other. Very good idea.
