Windows internet security..? Clearly a rogue AV.
Download Malwarebytes' Anti-Malware. It should get rid of the infection.
Malwarebytes
Make sure the Update Malwarebytes.... field is checked.

You downloaded and ran a full scan in Malwarebytes, and rebooted in 14 minutes?

If not, do that.

Run a full scan of your AV as well.

A persistent infection often requires wiping the HD with zeroes to clean reinstall the OS. Back up data to quarantine until it is scanned with AV and Malwarebytes.

Did Malwarebytes find anything?
Also Remove any AV's ' Nero and Sony Vegas and install Microsoft Security Essentials.

It sounds like your virus is still around and it does not seem to be an easy one to deal with. I would take drastic measures - e.g. reinstall after wiping the disk clean. If you have to save data, run it thru an on-line scanning.

Download and run http://download.bleepingcomputer.com/grinler/rkill.exe
A command window will open. Let it run.
Now, try to remove those programs.
Note- don't reboot after running rkill.

hmmm.............. nobody seems to have thought of the Bios Virus. Could it be? Just my thoughts. ( I know nothing about it except that I have heard about it, and it says when all else fails think of it. )
