    that looks so much better

Can you install all the Windows updates that are specifically for your OS now?
    Is Security Center working/turned on?

I wouldn't worry about about Silverlight.

Download Security Check by screen317 from
    http://screen317.spywareinfoforum.org/SecurityCheck.exe
    or http://screen317.changelog.fr/SecurityCheck.exe
    Save it to your Desktop.
Right click to run as Administrator, click SecurityCheck.exe and follow the onscreen instructions inside of the black box.
A Notepad document should open automatically called checkup.txt; please post the contents of that document.

    here are the results.

i did Start->Run,then type Services.msc and enter. Security Center service right-click it,select Automatic and select Start.

Automatic stayed on with no error message but about 20 seconds later it goes back to disabled.

Did you install McAfee? If you didn't pay for it and are not using it, totally uninstall it! Apparently it's causing the problem with Security Center.
Follow the instructions here to totally uninstall it PC Hell: How to Uninstall McAfee

You also need to update Adobe Reader 9.0.1
Out of date Adobe Reader installed!
