Security settings change when copied from network drive

We have a program here that is copied to the C drive from a mapped drive and then uses that mapped drive to run also. Since starting to use Windows 7, the executable on the C drive will not run for some users. More often than not, the program works fine, but for sometimes the icon will get the UAC shield in front of it and I will get the following of error:

FM3: Unable to open UPG file: cause 3 Path Not Found FileError. Name: M\...



If I go into UAC and completely disable it, the application will run like it is supposed to. However, when I re-enable it, I get the same error. I obviously don't want to keep UAC off on a user's computer. I have found several workarounds involving installing a separate software to elevate a single program passed UAC, but the program works with the same settings on all other computers, so I thought something must be happening on the initial copy from the network drive. None of the computers that the application works on get the UAC shield on the icon, but the affected on does.
