I question it too because at times I've changed my security settings just to see what the results will be, and it seems the results come back the same.

I've found a couple other sites, but they mostly test the browser. I'd like to find another site or two like this just to see if the results correspond to Shields Up.

Yes it's normal if you are behind the hardware router.
Enable your firewall and then connect Internet cable directly from your modem to Network interface controller in your computer.
Right now you are probably connected this way:

So hardware router is the first line firewall in this scenario and also this is why you have tests passed even with your software firewall disabled.

But I think you'd have to put your computer into the router's DMZ to get an accurate scan, else wise it just gets blocked by the router (yay.)

what is DMZ ?

Have a look here:
Verizon | FiOS Internet - Opening the DMZ on your Verizon or Actiontec MI424WR router

What is DMZ:
Verizon | FiOS Internet - DMZ (Demilitarized Zone)

One of your disks needs to be checked for consistency??
One of your disks needs to be checked for consistency. You may cancel the disk check, but it is strongly recommended that you continue. That appeared when I was starting up my computer, right after I made partitions and formatted them using the Win 7 DVD. Why did this happen? And how can...

BD-ROM Drive not being checked at boot-up!
When I powered the computer on it would first search for the BD-ROM Drive, display "no medium" (no boot disk inserted) and carry on booting from my internal drive. It no longer checks with the ROM drive before actually booting up. Would anyone know the reason for this and how to fix it? Thanks...
