Windows 7 64 Bit Firewall Problem

im having a serious problem with the windows firewall on my laptop, its not turning on, off, or responding at all, here is a video of what happens
    http://www.youtube.com/watch?v=VVnV2uC6oZc

is there any way to fix this, or indeed restore windows completely (reformatting C drive without losing the windows 7 backup, my system came with it preinstalled and no DVD to reinstall)

many thanks for your help, ive been asking for ages in other forums!

Have you checked to see if the Windows Firewall service is set to automatic and running?

Windows Firewall should not be your primary, just use Online Armor, Zonealarm Firewall, or Comodo Firewall.

I don't even use Windows Firewall, because it's no good.
