Shell extension to block or allow a program in Windows Firewall?

Hello,
you know i would love to have a shell extension to block or allow a program

click on the exe , program , right click of the mouse ->block it or allow it
or maybe maybe make a rule

could be done?
i mean maybe a shell integration is more hard
but add a menu in the context and add some command like that point to block allow or make a rule , could be awesome

thanks a lot!
