    Hi,

I made all the adjustments and made an outbound rule for internet explorer.
    But no notification.

Hi, cookiesmonster. Welcome to Seven Forums.

Why would you need an outbound rule to allow Internet Explorer through the Windows 7 Firewall? Regardless, here's the tutorial on creating rules for for the Windows Firewall: Windows Firewall - Add or Remove an Exception.

    Internet explorer was an example.
I know i'm taking the right steps because after creating the rule internet explorer isn't able to go online.

What still doesn't work is the notification.
I want to receive an notification when internet explorer is blocked.
I'm using internet explorer because it's the easiest one to test with.

    Regards

    Solved my own problem.

Windows 7 firewall doesn't support outbound notifications.
    It only supports inbound notifications.

    Thanks.

You can have notifications of an outbound block but it will only say whatever you tell it to say. Mine is set to popup a common dialog alert telling me that Windows Filtering Platform has blocked an outbound connection. Check the event viewer for more details. I have most things setup now for outbound but when I get an alert, I check the event viewer to see what it was that was blocked and determine whether I want to allow it through advanced security. The advice on how to do it is here Wilders Security Forums - View Single Post - Windows Firewall with Advanced Security (Guide for Vista)
If you read further in that thread, it will cause alot of extra non needed firewall blocking events in the event viewer but you can customize the command to cut down on what is reported. The condensed version on the cut down is past the post that I linked to.
