You can have notifications of an outbound block but it will only say whatever you tell it to say. Mine is set to popup a common dialog alert telling me that Windows Filtering Platform has blocked an outbound connection. Check the event viewer for more details. I have most things setup now for outbound but when I get an alert, I check the event viewer to see what it was that was blocked and determine whether I want to allow it through advanced security. The advice on how to do it is here

If you read further in that thread, it will cause alot of extra non needed firewall blocking events in the event viewer but you can customize the command to cut down on what is reported. The condensed version on the cut down is past the post that I linked to.
