I have a similar topic regarding this, a member here suggest I use Unlocker, it did well until I restart my PC. The file seems to be lock once more.
I'm quite annoyed by this security feature of Windows, whenever I download FLV files, my PC hangs for quite a while everytime I try to rename the file. I found out that, I must click the "Unblock" or "Unlock" button located on the Right Click->Properties of the file. I found some solutions across the net, but it seems those topics basically cover Windows XP. I can't risk manipulating DOS without an expert's advice, since I am not a Windows adept user.
Glad someone can help me with this issue.
