This started up yesterday morning. I have never seen a message like this before and it just sounds totally weird. I am not to sure what steps to take to deal with this so any ideas or opinions would be a great help. Thanks

I'd bet that it's malware, probably from a malicious video codec that you were told you needed but really didn't need because it was bogus in the first place.

I suggest you run your anti-virus if you haven't already, download Malwarebytes : Free anti-malware, anti-virus and spyware removal download and SuperAntiSpyware (SUPERAntiSpyware.com | Remove Malware | Remove Spyware - AntiMalware, AntiSpyware, AntiAdware!) and scan for infections. If they don't find anything, download ComboFix.

I also recommend Microsoft Security Essentials an as anti-virus. (www.microsoft.com/security_essentials)

Do you have 3rd party Encryption software installed?

It wouldn't be encryption. If you google the phrases, each instance refers to malware on a user's computer. I've worked with government-sanctioned/required encryption and it would NEVER say anything like this, especially when trying to launch a browser.
