UAC refuses to be disabled

Hey guys, I'm a new user and first time poster. I registered just to ask this question, of course I'll try to impart some of my limited knowledge upon others while I wait for this question to get answered.

So basically, anytime I try to install a program (i.e.: WinRAR, a game, any antivirus) I get stopped halfway through by this bugger of a window (I've attached a picture) telling me my internet settings are preventing files from being opened. After researching and doing some registry editing and such, a buddy of mine told me the problem could be my UAC. Upon opening the UAC window, I can move the slider around to my heart's content but I simply can't save my changes. Clicking the 'OK' button does nothing. 'Cancel' still works. The way around this was also registry editing, according to a Microsoft help page that couldn't fix it automatically, as it said it could with some program.



So, how can I get UAC off/install a freakin' antivirus?

I'm on Windows 7, 64 bit, no viruses I know of because I haven't been able to run anything I download, although I'm not 100% because I don't have an antivirus.

Welcome
For at least now, try with the Adminstrator that overrules the UAC
Built-in Administrator Account - Enable or Disable[2]=User Accounts

PERFECT! Worked great. I just set up sharing between the accounts, installed the programs on the Administrator account, and switched back to my old account to enjoy them. This fix may not remedy the problem directly, but I don't think much was going to help me. Thanks... Like crazy! I can't express my relief.
