Safe mode is a good idea.
However, if you are an advanced user, since you have a good anti-virus program spyware detector and personal firewall, there is no need for Action Center at all.
You can remove the messages by going to Start > Control panel > Action Center, click the Change User Account Control settings and set it to Never Notify.
I have mine completely hidden, but if I remember correctly, you can right-click on the Action Center icon, look through the list of programs with notifications and click the box at the bottom left to hide all icons and notifications.
Then there should be another link for advanced options and here you can turn off the Action Center icon completely.
Remember, use these settings if you are an advanced user only.
