Windows 7: Cant boot up

Cant boot up

My friend got a virus and I tried to help him fix it over the phone but then the computer shut off and now it has a corrupt system file and cant boot, plus the virus. Start up repair cant do anything and he doesn't have any means of a Windows 7 disc, repair disc, anything. Is there a way to get it to boot by just using what Windows has? Perhaps system restore point?
