Cannot turn Windows Features On/Off with either Admin or personal IDs

I was checking the standard Windows features installed (Control Panel/Programs and Features/Turn Windows Features On or Off) and absolutely nothing comes up in the Windows Features box. Also, I clicked on View Installed Updates and nothing is shown in that box either.

I enabled the Administrator account thinking something was wrong with my ID (configured as Administrator) but I get the same results.

I've attached two pics of the issue.

    I'm running Win 7 Pro SP1 64-bit.

    Any ideas?

Are you able to run your Anti-virus/Anti-spyware programs?

Everything else seems to run fine. Norton doesn't have any problems. Likewise, Win Defender, IObit Malware Fighter, MalwareBytes, SpywareBlaster, etc all run fine.
