I would first try to clean up the infection using Malwarebytes full scan,
or if you can't boot use Microsoft Standalone System Sweeper burned to CD or written to bootable flash stick, boot to run a full scan.
Then repair System files by running Startup Repair repeatedly which should automate all tests and fixes to get Win7 started, or if it starts run SFC -SCANNOW Command several times.
I save System Restore as a last resort then if it's needed, check immediately upon restore using Malwarebytes to see if infection carried over.
