Hi, im pretty sure i got avirus but untill i get a externall hdd then i cant wipe and redoo..

i use mcaffee as my security, it tells me my computer is at risk, the firewall is turned off. so i click turn on, then it instantly turns off again..

in services there is NO windows firewall setting :/..

in windows firewall when i click use recomended setting i get:

windows firewall cant change some of your settings.
    error code 0x80070424

when i go into windows firewall with advanced security i get:

there was an error opening the windows firewall with adavanced security snap- in

the windows firewall with advanced security snap-in failedto load. restart the windows firewall service on the computer that you are managing. error code 0x6d9

also i want to note that my keyboard is really laggy. for example i can touch type so when i write this paragraph i finish typing about 3 secs before the text completes..

    Download Malwarebytes and run it.

It does sound like you may have a virus. In addition to running Malwarebytes, I have these two links to add which may help you. Note that if you do have a virus, best to make sure it's removed so that these fixes will be effective.

MS Fix It, Diagnose and fix Windows Firewall service problems automatically

Error code: 0x8007042c "Windows firewall cannot change some of your settings" when you try to turn on your Windows Firewall

This link offers several solutions to the problem.

Method one - If you haven't scanned your computer for viruses or malware recently, it is strongly recommended you do so. You can use the Microsoft Safety Scanner to remove malware from your computer.

McAfee is known to be troublesome and you may wish to use an alternative AV. For a list of AV's, check this post:

    What's the Best Anti-virus?

BTW, is there any chance you can use a system restore and restore 2 or 3 points past the point of the infection? That may fix the problem, although a full scan of your system after doing that would still be a wise idea.
