I appreciate the video link, but that isn't the virus I have, if I even have one. I have dealt with the fake anti-virus/anti-spyware virus before, and I haven't seen it on this system. Does that fix only work with that type of virus?

I have followed everything here and had all the same problems.

The only thing that i might not understand is after I downloaded the two files bfe.reg & firewall.reg.

Launch and import them to registry
(If I simply double click on these two files and notepad appears, is that importing them into the registry?) This had to work for me because I was able to do all the next steps. I'm stuck after the RUN

The start base filtering engine service and then windows firewall service are not there still. I have restarted twice, shutdown twice and still not there.

The Network Connections is set to manual.
The Windows Management Instrumentation is set to Automatic.

I do believe this all started after a flash update.

Go to any folder on your computer, go to
Organize > Folder and Search Options > View > Show hidden, files and folders, and UNCHECK Hide known file extension types.

Then head over to the file and
Right Click > Rename > ERASE .txt and make sure you leave it as firewall.reg or bfe.reg.

    OR

Open the text document and save it to your desktop as firewall.reg/bfe.reg. Then hit OK and import it!

You will be good to go!

    Balon,
    When you said;
"Open the text document and save it to your desktop as firewall.reg/bfe.reg. Then hit OK and import it! "
I have them on my desk top as firewall.reg/bfe.reg
    How do I import?
I simply double click it and it open in notepad, I then did Run, registry editor and i did permissions for everyone under bfe.
I also saw the registry for the firewall call "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlset\services\MpsSVC" there and I set the permission to everyone.
I then did run "services.msc" and the files still don't show, restarted and still nothing.
What now? Did I import the file correctly?

Restart your computer then try, make sure everything is under the Full control for BFE. and you set up "Everyone"

Also I'm not sure if it helps but my BITS (Background Intelligent Transfer Service) is also not functioning. It gives me the following error code: -2147014790.
Make sure you set Full Control to the groups Everyone, User, Admin, SYSTEM, Creator. Make sure they are all on Full control for BFE via Regedit.
    Hi Balon,

When i attempt to set "CREATOR OWNER" to "Full Control" and click apply it simply unchecks the boxes and doesn't apply.

    Balon,
I watch your utube, great job It's almost working.

I have tried your fix. the windows firewall services shows up again, but i cant start the services says "Error 1068: The dependency services or group failed to start".

I also did the following from an old post you said to do:
Click Start, Run and type Services.msc
    Right-click the Network Connections entry
Set its Startup type to Manual
Click Start to start the service
    Right-click Windows Management Instrumentation
Set its Startup type to Automatic
Click Start to start the service.
Then start the BFE service first then the Windows Firewall service. Now tell me if you are able to access your firewall?

    Now WHAT?
