Security center and windows defender wont start.

I have just turned on my windows 7 ultimate 64bit computer and see that the security center service is not running when i try to start it, it says "The windows security center cannot be started" ive tried going into services and cant find it. I have also found out that windows defender does not work or start it says "the specific service does not exist as a installed service. Error code 0x80070424" Any help would be appreciated. I have ran Spybot, avg, and malware bytes and they have found nothing!

Ive also tried all these things

    Method 1:
    Step 1:
Set the computer to clean boot state.
To set the computer in clean boot, follow the steps from the following link:
How to perform a clean boot
Note: After checking in clean boot, follow step: 7 from the article to reset the computer to normal boot.
    Step 2:
I would suggest you to check if Windows defender service is set to automatic.
    Follow the steps mentioned below:
    a. Click on Start
    b. In search box type in services.msc and hit enter
    c. Search for Windows Defender service.
    d. Double click on the service, if the service is stopped, start the service and set the startup type to Automatic.
    Method 2:
If that doesn’t work, I would suggest you to turn off all the Anti-virus software and check how it works.
    Disable antivirus software
Warning: Antivirus software can help protect your computer against viruses and other security threats. In most cases, you shouldn't disable your antivirus software. If you have to temporarily disable it to install other software, you should re-enable it as soon as you're done. If you're connected to the Internet or a network while your antivirus software is disabled, your computer is vulnerable to attacks.
    Method 3:
Perform the troubleshooting steps from the following link and check how it works.
Unable to enable Windows Defender application in Windows Vista
Note: The above articles are published under Windows Vista category however they hold good for Windows 7 as well.
    Method 4:
Download Microsoft Safety Scanner and scan your computer for virus and malwares and check how it works.
You can download Microsoft Safety Scanner from the following link.
    Microsoft Safety Scanner
Note: Any data files that are infected may only be cleaned by deleting the file entirely, which means there is a potential for data loss."
