I don't know about malware in general, but IIRC 64-bit Windows is better protected against rootkits because it only allows digitally signed drivers to be installed (in contrast with 32-bit Windows which allows any drivers).

I did verified the setting in local policy which an option is "usually" available to change the policy setting to Silently succeed. But I haven't found it in 64-bit system (currently running WDP 64-bit).
