I realise that telling you now doesn't help, but can you now see the importance of backing up your personal data to an external location?
By all means keep stuff on your internal hard drive, but always back it up to an external drive. Just a couple things here. You can save your data. Go buy a 20+ gig usb. Download a live dvd like linux. It's free and boot from it. Then choose use without install. Use the file browser to copy and paste onto usb the files you want to save. Do a clean install. Plug in your usb and paste your files from the usb.
Also you can probably backup your new operating system onto the usb. I have an entire disk image on an 18 gig usb. There are a few free backup utilities that will do this. The whole process shouldn't cost more 20 bucks. People dont realise sometimes if you got a virus no matter how many times you do a repair the virus is still there, if you have a way of taking you pc to a repair shop tell them your problem and most case they can remove the virus, clean install removes your important files.. now if you have the Antivirus on a USB that will work as well..Good luck | My System Specs | | |

You either have a crippled OS which might be repaired, or you deleted the partition with Windows 7. If the latter, you can boot free Partition Wizard bootable CD to run Partition Recovery Wizard.
If you don't want to bother to fix a crippled OS then try copying out the data using the DVD or Repair CD: Copy & Paste - in Windows Recovery Console or use free Paragon rescue disk; recover data.
If your data is not there then try Recuva - Features
