Unable to start the Firewall

Hello, I wanted to start a gaming server, but I had to accept a port through my firewall.
When I looked at it I saw this: Unable to start the Firewall-onoff.jpg
I pressed the ''Use Recommended Settings'' button and nothing happened.
When I try to go to ''services'' I try clicking the start button but it goes about an eighth of the way through and stops, and gives me the message ''Windows could not start the firewall on the local computer. For more information, review the system event log. If this is a non-Microsoft Service, contact the service vender, and refer to service specific code 13.''
When I go to the advanced security firewall I get: Unable to start the Firewall-advanced-firewall.jpg
If you could help that would be great.
