Can Windows 7 be setup as a packet filter?

I have a need to either edit or completely drop packets containing plain text profanity for some of the PC's in my home. I read that the Linux IP tables can do this but would prefer to stick with windows. I have a nice loaded up Windows 7 PC that I can use for the job. I assume that for the PC's that I need filtered, that I could setup the windows 7 machine as the gateway and then use some kind of packet filtering software? What is the best way to go about this?

    Thanks

While i'm no expert in this field but as far as packet filtering software is concerned, you can try WireShark.
    Wireshark · Go deep.
Here's a good article on how to achieve packet filtering with it.
