Firewall is off when booting Windows

Hello!

I recently bought an Intel 520 240GB SSD. I installed it in my PC, removed the SATA cable of my old HDD and then booted the computer.
After that I activated AHCI in BIOS and installed Windows 7 professional x64 on my new SSD.

Then I followed all steps in the following guide:
Guide Advanced User Windows 7 Complete Installation Guide For SSD's (for normal use most of these tweaks are NOT needed.

Shut down my PC and plugged in the old HDD again, booted from my SSD and formatted the HDD. And now I am using it for storage.
Just writing all this down because maybe I have done something wrong.

Okay to my problem. When I booted my PC and start browsing the internet I noticed that everything was extremely slow. But no one else is downloading/streaming so it should work fine. That's when I noticed my firewall was OFF. I tried to turn it on again but the window froze, I waited for about one minute and then the following error message appeared:
"Windows Firewall can't change some of your settings. Error code 0x8007042c"
This has happened some times now.

My first thought was that I had a virus, but that would be strange because I had installed windows only hours earlier, and I did not visit any suspicious sites.
All windows updated were installed and drivers installed etc. And Avast! Antivirus was one of the first programs I installed.

I have scanned my computer with Avast and Malwarebytes Anti-Malware several times. Both quick and full scans, but nothing was found.

When I restart my computer the firewall is often on again and browsing the internet is now fast again.
But next time I boot it up, the firewall could be off again, and internet browsing is slow.

I would Really appreciate some help with this issue.

Is it necessary to do all those things in the SSD guide? I'm going to reinstall windows.

Okay so I reinstalled windows 1 week ago and everything was fine, this problem did not occur again. Untill today.
I booted Windows and got a message from the "action center" that I should turn on my firewall. So I treid to do so but got the same error message again.

"Windows Firewall can't change some of your settings. Error code 0x8007042c"

I have not installed anything recently, and I haven't been to any other sites than the ones I visit often and I am 100% sure that they are safe.
So it just happened for no reason at all.. I really need help with this.
Again when this happens, It is very slow to browse the internet. And if I restart Windows the firewall is on again and everything works fine.
There are no suspicious processes running when this happens.

There is just no way that it is a virus, because I have only installed a few programs. Which I know are safe. for example, Avast, CCleaner, Skype, Steam etc. And as I said only visited safe websites.

I really need some help with this. Please!

Thank you! I will try these things next time it happens. I don't really understand how this can happen right after installing windows. This has never happened before on any other W7 machines, but when installing it on my new ssd this suddenly happens, twice. It's like it's because of the ssd.
