Local policies issues regarding listening ports

HI,

I have 3 windows computers and from all i can access a webpage that is comming from an application on the same computer by:

1) Localhost: Port
2) 127.0.0.1: Port
3) ipaddress: Port

but i also have a domain laptop from work with some pushed down security settings and on that laptop i am unable to access pages by the ip...

for example Plex media server

i can access localhost:32400 and 127.0.0.1:32400 but not 192.168.2.2:32400

exceptions were made in the firewall and even with firewall off it won't work

it is not a plex media server issue as sabnzb has the same issue on both ports

weird thing is if i do a netstat -ano



it shows listening on 0.0.0.0 and localhost but not on the IP

Telnet 127.0.0.1:32400 and localhost:32400 work
but telnet 192.168.2.2:32400 doesn't

so it seems the OS is blocking the access through its own ip and i searched already for hours but can't seem to find where these settings are made ....

so any help would be appreciated
