How to write a new rules in windows firewall

can any one tell me how to write a new rules in windows firewalls ...

and how do i change my port no 80 to some other no ??

To access the configuration, you can go to control panel => administrative tools => windows firewall with advanced security.

There you can configure inbound and outbound rules like most firewalls, filtering by program, IPs, ports and protocols.
About changing the port numbers, I really can't find such an option in Windows firewall and don't know if that's even possible with it. I personally use my router to do such things in addition to normal port forwarding.
