| | Quick and dirty way to test, disable it and try to download and see if it works (remember to re-enable again afterwards). By default Windows Firewall does NOT protect outgoing connections, so it should not block regular web traffic unless you've changed its advanced settings. If not, an antivirus may be blocking too because some come with firewalls included that often have more protective defaults than the built-in one. |
