    Strange Block with yellow dot

I have a Strange Block with yellow dot appearing on my screen and have no idea what it is. If I click on it it will then disappear but will popup again later on and will always remain on top of everything else as in the screen shot, mouse pointer pointing to it

A strange thing I never had one. Did it disappear when you restart the browser?

It does not seem to be browser related I see it like this even on the desktop. I can grab it and move it around but then it will disappear like now it's gone

Does it appear every few minutes, every hour, or?
What applications do you have open if it appears on your screen?

It does not seem to have any real pattern to it like now it has gone since I last reported it disappeared. I have the same application running most of the day, Outlook and Firefox
