Windows 7: i have 2 problems. 1 admin password, 2 dir locked in read only mode

Os Windows 7 home 32 bit. I have a dir in the c drive that is locked in read mode and has defied all normal attempts to unlock it. I have tryed in both normal and safe mode to change permissions in the security tab, I tryed taking owenership. Nothing works. I can make changes to the directory in safe mode but I can't change the permissions. I opened the super admin account in users accounts to try and reset the permissions that way. But I am locked out of the super admin by a password. I have never set a password for the super admin account. I am at a loss as to what to do about this directory, it is not the only one like this on the c drive, outside of doing a partition wipe and reinstalling everything. Everything installed on the c drive is backed up ether on a 2nd hd in a external usb case or on dvd. I learned that lesson the hard way.

Ok go to the command prompt...run as admin

type in net user Administrator * hit enter
it will ask you for a new password for the super admin account...choose one..type again to confirm... you should now have access to the admin account

did you type in as stated?

start, cmd...run as administrator

net user Administrator *
enter
enter new password
enter it again
exit command prompt

I typed "start, cmd...run as administrator > enter" then "net user administrator" > enter

I was able to reset the super admin password and logged in as super admin and i was able to solve the 1st problem about unlocking the read only mode problem in those dir's. thanks for the help.
