Windows Security Center service cannot be started

I see this is not the first time this title has been posted.

Though it seems asking my own questions and responding to your prompts is the way forward.

I am a newbie to Win7x64. Two days. I do not believe the issue is virus related.
I have installed Kaspersky ISS 2013 & Appguard for security.
I have turned off 'windows defender' by following a 'tweak prompt'.
'Scannow' says the system is clean - no integrity violations.
I dont know what the WSC is, I'll be happy to just turn off these annoying ding-dong alerts in my headfones.
