Thanks for the help, for some reason now i cant seem to open many programs and when i do it freezes up and wont open unless i log off then it comes up?, any ideas?
Not sure whether I'm pointing you to right direction, but do one more thing:

go to Control panel > System > Advanced system settings > TAB Advanced > Performance > Settings > TAB Data execution prevention > CHECK Turn on DEP for essential windows programs and services only.. click OK .. OK.

Do the steps described by sammy3417 above, also do the same for windows firewall and reboot.
Now see if Windows firewall and action center is working after rebooting.
If not create new windows account, log in into that account and see what happens.

Also make sure you don't have multiple Anti-virus software, firewall installed.
