Ok so, I got in under safe mode and tried to go to the system restore but it says that it is turned off. When I tried to turn it back on it says that the Windows Security Center is turned off. I clicked on it to turn it on and the action center says that it can't be turned on.

You would need to get to safe mode with command prompt .

Follow the steps In the command prompt, type C:\windows\system32\rstrui.exe, and then press ENTER
System Restore utility will open, and you’ll need to select a restore point previous to this infection.

Added : you could also open up the System Configuration window inside the command prompt window by typing in this command

    Code:
     C:\Windows\System32\msconfig.exe
Once the System Configuration window opens up click on the StartUptab and look for ctfmon.ink , ch810.exe and uncheck them and click on Apply and Ok.

Type in C:\Windows\System32\msconfig.exe once that opens up click on the Startup tab and uncheck ctfmon.ink and ch810.exe and click Apply and Ok .
