Do you have a USB drive handy and When the PC boots and you tap on F8 do you see Repair Your Computer on the top of the Advanced Boot Options screen?

So blue screen in "loading files" step? Why are you talking about "starting windows" which is next step?

Clean disk first! and use a good install DVD. What version of win7 do you need? x86 or x64... prof or home premium or ultimate? what language?

a problem has been detected and windows has been shut down to prevent damage to your computer.

if this is the first time you've seen this message restart your computer. if this screen comes up again follow these steps.

check for viruses on your computer. remove any newly installed hard drives or hard drive controllers. check your hard drive to make syre it is properly configured and terminated.
run CHKDSK /F to check for hard drive corruption, then restart your computer

STOP: OXOOOOOO7B means you are trying in ahci mode and only hae ide drivers (or vice versa).
I think motherboard needs special AHCI drivers(?)

Check bios and look at sata settings. Are they RAID, AHCI, IDE Or ...? what possible values have you?
You have a motherboard driver CD?
