Cannot download from IE9 or open windows defender

    Please run AdWCleaner as requested by Jacee. That will take care of all sorts of "stuff".


    Then, let's uninstall Microsoft Security Essentials (MSE), and download it anew...

    Please right-click the TaskBar at the bottom of the screen, and select: Start Task Manager

    To end the MSE process, do the following:

    In Task Manager, click the Process tab.
    Find the following process: msseces.exe
    Right-click the entry, and click: End Process
    If a prompt appears, confirm the action.

    Next stop and disable the MSE service...

    Go to Start > All Programs > Accessories
    Find the Command Prompt, right-click it, and select: Run as Administrator

    At the Command Prompt, type (or copy/paste with the mouse) the following: net stop msmpsvc
    Press: Enter

    Do the same as above for: sc config msmpsvc start= disabled
    Press: Enter

    Last, at the Command Prompt, type: exit
    Press: Enter


    Next, see if you can uninstall MSE from Control Panel > All Programs > Uninstall Programs
    It should be listed as Microsoft Security Essentials.


    If you cannot uninstall from Uninstall Programs, use Microsoft Fix It 50692:
    How to manually uninstall Microsoft Security Essentials 2.0.1963 if you cannot uninstall it by using the Add or Remove Programs item
    Go to: Fix it for me


    When done, see if you can Download Microsoft Security Essentials from Official Microsoft Download Center


    If you have any problems along the way, please post whatever they are.
    here is the FSS.txt. MSE has been completely removed using the fix it for me application but I cant install a new version of it. here is a prt scr of the error I get.

    Please download SystemLook:
    http://jpshortstuff.247fixes.com/SystemLook_x64.exe
    Save to your Desktop.
    Right-click on SystemLook.exe, and select: Run As Administrator

    Copy the content of the following code box into the main textfield:

    HKEY_CLASSES_ROOT\Installer\UpgradeCodes\26D13F39948E1D546B0106B5539504D9
    HKEY_CLASSES_ROOT\Installer\UpgradeCodes\1F69ACF0D1CF2B7418F292F0E05EC20B

    Click the Look button to start the scan.

    When finished, a notepad window opens with the results of the scan.
    Please post the SystemLook.txt (found on the Desktop) in your reply.

    You may have some remnants of the previous install...

    Please open Notepad by pressing the Windows key and the R key at the same time.
    In the Open area, type: notepad
    Copy and paste all the text inside the code box below to Notepad

    Code:
    REG DELETE "HKEY_CLASSES_ROOT\Installer\UpgradeCodes\26D13F39948E1D546B0106B5539504D9" /f
    In Notepad, go to File > Save As...
    Save the file to: Desktop
    Save the file as: mse.bat
    Save type as needs set to: All files

    On the Desktop, rihgt-click: mse.bat

    Select: Run as Administrator
    A command prompt window opens and then closes.

    Restart the computer.

    On the Desktop, right-click mse.bat, and select: Delete
    Also empty the Recycle Bin.

    Try reinstalling Microsoft Security Essentials once again.

    No such luck. I've checked system look and the reg key has definitely been removed but I still get the same error when I try to install

    If so, select it.
