Virus/Trojan keeps coming back?

Hi,

I have an amazingly annoying problem which keeps coming back (even after windows format), I keep getting errors which wont allow me to start,open,delete,install files. Just messes up the whole system.
The errors are:
When I want to install program - Nothing happens OR Internal Error: Failed to expand shell folder constant "userappdata"
When I want to start program - Nothing happens OR mpr.dll is missing OR netutils.dll is missing
If I want to delete a program - "An error occurred while trying to uninstall program. It may have already been uninstalled"
Startup programs won't start - netutils.dll is missing OR mpr.dll is missing

I did a fresh install on my SSD, everything was working great but after couple of days it came back.
What's going on here?

Sounds like a bad installation. Where did you get your Windows 7 installation media from?

Hi,
I've got the installation media from here since I lost my disc.

Now I get the following error message whenever I try to run most programs (in this example, Chrome).
C:\Windows\system32\profapi.dll or PROPSYS.dll is either not designed to run on Windows or it contains an error...

This is so annoying, I don't understand what's wrong. I don't want to format YET AGAIN...

I just want to make sure I dont have any viruses messing my pc, you recommend to reformat?

Yes, always best to wipe using the CLEAN command, then format, then install.

Disk - Clean and Clean All with Diskpart Command

Did the CLEAN command, downloading windows.
You sure it's just bad installation and not a virus or something?

How would I know? I never said it was a virus, you suggested it in your thread title.

Wiping, formatting and reinstalling will take care of either possibility.
